Open Source hardware (Arduino) is a great place to prototype and create systems that can attach to GPS components.  Places like Adafruit sell GPS modules to be programmed by these open source Arduino-based boards.

Shad, I'd recommend talking to Larry Hendrix, Carl Papa, and Steve Baker to start.  Also, you may want to put something in the forums/discussion area describing what you're looking for.  That will open the possibilities for responses.

 

Also, you may want to meet with Roby Robinson to discuss your idea and get his input on protecting it.

Also, there are always opportunities to up sale...actually the entire process is an up sale. Most of the frontend is educating the client on what is possible and what is not. Then, they ask you for your advice on what hardware/software/infrastructure/etc is required to get the system up and running.

My clients spend lots of money on projects. Only a portion is automation...Mechanical Design, Electrical Design, Training Systems, Data Collection/Analysis, Websites, Marketing, Personnel, Funding, etc. We need a team that can handle the gamut of opportunities an industrial project provide.

I have a URL http://automationspace.com that I want to develop into a community for Industrial Automation providers and Manufacturing clients. Eventually I'd like to add an http://elance.com type bidding solution for these industrial providers and customers.
